If you have a UPS account number, the fuel surcharge will be included on your weekly bill. If you are an occasional UPS customer and do not receive a weekly bill, a fuel surcharge will be included in your charges.
The following table illustrates the Fuel Surcharge history:

The All Standard and Domestic Express Fuel Surcharge applies to all UPS Domestic services (including Domestic Express) and all International Standard shipments. Changes to the surcharge will be effective on Monday of each week, and are based on the consumer prices of diesel fuel set by the European Commission Directorate General (ECDG), inclusive of duties and taxes from two weeks prior, rounded to the nearest cent. For example the surcharge for the week of February 6, 2017 is based on the diesel fuel price for the week of January 23, 2017. Weekly updates are published by the European Commission Directorate General (ECDG) for Energy and Transport in the Oil Bulletin.
The Standard Service Fuel Surcharge will be set in relation to the following table:

Fuel Surcharge percentages and thresholds are subject to change without prior notice. If the Fuel Surcharge rises above 14.50% or there are changes to the thresholds, the above table will be updated. Regardless of ECDG reported average fuel prices or the table above, the actual fuel surcharge percentages posted above will apply for the periods specified.
For the reported diesel fuel pricing information, please see the European Commission Directorate General for Energy and Transport Oil Bulletin. If the reported fuel pricing information is delayed, UPS may use reported fuel pricing information from an earlier week.

UPS uses an index-based surcharge that is adjusted weekly. Changes to the surcharge will be effective on Monday of each week. The surcharge will be based on the U.S. Gulf Coast (USGC) price for kerosene-type jet fuel as reported by the U.S. Energy Information Administration (EIA) for the week that is two weeks prior to the adjustment, rounded to the nearest cent. For example, the surcharge for the week of February 6, 2017 is based on the U.S. Gulf Coast (USGC) Jet Fuel Price for the week of January 23, 2017.
The All International Express and Expedited services fuel surcharges will be set in relation to the following table:

An Air Freight Fuel Surcharge applies to the following air freight services for all countries in which these services are available:
* For shipments to Jersey, Isle of Man, Guernsey, Gibraltar, Melilla, Ceuta, Canary Islands , Madeira, Azores, Livigno, Campione d'Italia, Mount Athos, Heligoland, Busingen, Wallis & Futuna Islands,St. Pierre & Miquelon, Saint Martin, Saint Barthélemy, Reunion, New Caledonia, Mayotte, Martinique, Guadeloupe, French Polynesia, French Guiana, and Aland Islands, surcharges for "shipments outside the EU" will apply. For all Worldwide Express Freight shipments the "shipments outside the EU" surcharge will apply.
