2025 Mid-Year Rates and Services Update

UPS new published rates will take effect from June 1, 2025.

Latest changes to the 2025 UPS® Rate and Service Guide include:

  • Update of billable weight, description and steps under Determine the Weight and Size section.
  • Addition of Unlawful Drug Fee under Other Additional Charges section.
  • Removal of Shipping Charge Correction Audit Fee under Other Additional Charges section.
  • Removal of Shipping Charge Correction Audit Fee under Terms & Conditions of Service section.

Important Update: Implementation of UPS De Minimis Processing Fee

With reference to section 5.5a of the Customs Administration Order (CAO) 02-2024 recently released by the Philippines Bureau of Customs effective June 10, 2024, shipments imported into Philippines with a value of less than PHP 25,000 will be subject to an Import Processing Charge amounting to a net rate of PHP 380.

The abovementioned charge is imposed by the Philippines Bureau of Customs which will be passed on to de minimis import shipments and reflected on the billing invoice as ‘Other Government Fees’.

This is to inform you that, to administer CAO 02-2024, a new UPS ‘De Minimis Processing Fee’ of PHP 120 will be implemented for all de minimis import shipments, effective December 22, 2024. This fee is inclusive of 12% value-added tax (VAT) and reflected on the billing invoice as ‘Other Fees’.

Here is an overview of the applicable charges on de minimis import shipments related to the CAO 02-2024:

Applicable Charge - Import Processing Charge (Imposed by Philippines Bureau of Customs)
Amount - PHP 380

Applicable Charge - De Minimis Processing Fee* (Imposed by UPS)
Amount - PHP 120

Total Charge - PHP 500

*this fee is inclusive of value added tax (VAT) and reflected on the billing invoice as "Other Fees".

Please be advised that you will receive an SMS and/or email notification from UPS before your shipment arrives. Please settle the payment using either of the link provided in email or SMS to proceed with delivery. Payment options include debit/credit card, PayPal, bank transfer, InstaPay, etc.

Important Update: Implementation of New Customs Administrative Order 02-2024

In view of the new Customs Administration Order (CAO) 02-2024 released by the Phillipines Bureau of Customs, effective immediately, UPS will implement appropriate modifications on both importer and exporter local charges transactions.
